UPDATE – “Occupy” Movement Responsible for ANOTHER Sexual Assault: 14-Year-Old Girl Raped by Sex Offender

Texas (Rudolph Bush-The Dallas Morning News) – The alleged rape of a 14-year-old girl on the grounds of Dallas City Hall was an isolated event and the larger group is abiding by its agreement with City Hall, City Manager Mary Suhm said in a prepared statement this afternoon.

“This is an isolated incident and any further details would jeopardize the police investigation and subsequent prosecution. Occupy Dallas continues to cooperate with the Dallas Police Department and the City as per the agreement. DPD will continue to enforce State and local penal codes at the OD site.”

As Tanya Eiserer reported, the girl, a runaway from Garland, told police she had sex with a convicted sex offender at the camp site of Occupy Dallas.

Mayor Mike Rawlings told me moments ago that the movement won’t be removed from City Hall immediately, but the situation is being watched carefully.

“We’ve got one strike here, and I don’t think we’re going for three strikes,” he said.

“The first and most important thing we can do is make sure the public is safe inside the camp and outside the camp,” he said.

Police told Rawlings they believe the incident was an isolated event and not an indicator of bigger problems in the camp.

“If in surveying the situation in a closer manner, which they need to do now, they see a trend or other things, we will get into a different conversation, and I will have a very different point of view on this,” he said.

Suhm and Rawlings’ chief of staff, Paula Blackmon, have been in talks with leaders of Occupy Dallas.

Rawlings said those conversations indicated the group understands the seriousness of the incident.

UPDATE – (Tanya Eiserer-Dallas News.com) – Dallas policehave arrested a convicted sex offender in connection with the sexual assault of a 14-year-old runaway at the Occupy Dallas encampment.

Richard Wayne Armstrong, 24, faces one felony count of sexual assault of a child and another felony count of failing to register as a sex offender. He is also being held on a probation violation related to a 2009 sexual assault of a child case.

The investigation began Oct. 23 after Dallas police officials received a report that a girl who matched the description of a runaway hanging out at the encampment. Officers found the girl and determined that she was a 14-year-old Garland runaway.

The girl told detectives she had sex with a 23-year-old man at the encampment. She also told detectives that she told the man she was 19.
