Police Shoot Former Deputy Murder, Kidnapping Suspect

Missouri (Brennan David-Columbia Daily Tribune) – A former Dent County sheriff’s deputy suspected in a double homicide is in the custody of Cole County authorities and is expected to face charges in both counties.

Marvin Rice was taken into custody Saturday night after a shootout in the lobby of the Capitol Plaza Hotel in Jefferson City. Rice had led law enforcement authorities on a pursuit from Dent to Cole after allegedly shooting and killing Steven Strotkamp, 39, and Annette Durham, 32.

Dent County Coroner Gina White released the names of the victims Sunday afternoon. She said both died from apparent gunshot wounds and that autopsies are schedule for Monday in Columbia.

Dent County Sheriff Rick Stallings said his office was notified at 6:30 p.m. Saturday of a double homicide in rural Dent County. Stallings said a witness reported Strotkamp and Durham had been shot by the 44-year-old Rice, a Dent County sheriff’s deputy from 2004 to 2009.

Stallings said Rice had a child, who is 2 years old, with Durham. The child was with Durham at a residence in northern Dent County along with Strotkamp and another of Durham’s children, 6.

Stallings said Rice went to the residence demanding custody of the 2-year-old child. An argument ensued, and Rice displayed a handgun. Durham took the 6-year-old into another room, and that child reported hearing gunshots.

Durham left the 6-year-old in the bedroom and went out to the front of the house, Stallings said. The 6-year-old later reported she heard more shots and a car leave. She ran to a neighbor, who called authorities.

Stallings said Rice had fled the scene with the 2-year-old but left the child with a family member before fleeing the county. Both children were unharmed and placed with the Division of Family Services.

Law enforcement tracked Rice by his cellphone and discovered that he was driving northbound on Highway 63. Other agencies were notified and began pursuing Rice, who took Highway 50 into Jefferson City. The chase ended at the hotel at 415 W. McCarty St.

Deputies and officers from the Jefferson City Police Department pursued Rice into the hotel, shots were exchanged and Rice was shot and injured, Stallings said.

Stallings said Rice was fired from the Dent County Sheriff’s Office in 2009. Rice previously was a police officer in Houston, Mo.
