Man Arrested After Police Find His Children Naked, Covered In Feces, And Outside In The Cold

Oklahoma (The Gaslamp Post) – A man who had heard a child crying outside of his Tulsa area home for an unusual amount of time was surprised by what he saw when he went to investigate.  He reportedly looked outside and discovered a naked child standing outside of his neighbor’s home at around 4:00 pm yesterday, crying out to his father to be let inside.

According to weather.com, the temperature in Tulsa yesterday around 4:00 pm was 37 degrees.

“All she heard was this little boy screaming for his dad saying ‘I’m cold, I’m scared, let me in'”, another neighbor reportedly told KRMG.  The man went and retrieved the 4-year-old child and immediately called 911 to report the incident.

When police arrived, they reportedly heard another child whose screams were coming from inside of the home.  Officers accompanied by a neighbor, forced entry into the home by kicking the door in.

Once inside, officers discovered another naked child, this time locked inside of a dog kennel and covered in feces.  The 18-month-old child was crying to be let out.

Police located a third toddler, this one a 3-year-old, also naked and on a bed in the master bedroom.  There officers discovered her father lying next to her passed out.

William Todd Lewallen, 47, was arrested and charged with felony child neglect after he admitted to police that he had taken muscle relaxers, anti-seizure medication, and a narcotic pain reliever prior to “laying down”.  Officers noted an open beer can next to the bed.

Lewallen is also reported to have an extensive criminal background, including charges for escaping prison and burglary.  Last year he was arrested and pleaded guilty to possessing a precursor with intent to manufacture methamphetamine.

A responding officer said that, “The screaming child in the dog kennel did not wake the defendant nor did the officers kicking the door down to rescue the toddler in the dog cage.”

All 3 children are reportedly in the custody of child protective services.  Their mother is not believed to have been charged.

Lewallen remains in jail on $50,000 bond, and is due back in court November 19, 2012.
